New Allergens to be Labelled for the EU!

The European Union has revised its cosmetics regulations, adding 56 new allergens that need to be labeled.


On July 26, 2023, the European Commission published Regulation 2023/1545, amending Regulation (EC) No 1223/2009 of the European Parliament and of the Council. There are currently 26 fragrance allergens in Appendix III of EU Cosmetics Regulation (EC) 1223/2009; the new regulation is adding 56 new fragrances allergensto the list, bringing the total to 80. This revision will be officially implemented on July 31, 2023, and the industry will be given a 3-5 year transition period.


The EU requires that allergens must be declared on the label when it is present in a concentration that exceeds:

  • 0,001% in leave-on products
  • 0,01% in rinse-off products

For new cosmetic products to enter the EU market, the deadline to comply with the new requirement is by 31st Jul 2026 (within 3 years). 

For existing cosmetic products that are already on the EU market, they need to comply with the new requirement by 31st July 2028 (within 5 years).
