WRITING AND MARKING INSTRUMENTS - BS 7272-1 & BS 7272-2:2008 
BS 7272-1:2008 and BS 7272-2:2008 were published by the British Standards for writing and marking instruments.
BS 7272 Part 1 Writing and marking instruments: is specification regarding caps to reduce the risk of asphyxiation.
BS 7272 part 2 Writing and marking instruments: is specification regarding the end closures of pens to reduce the risk of asphyxiation. 
Set safety requirements for writing and marking instruments in normal or foreseeable circumstances when likely to be used by children up to the age of 14 years old. 

Labeling of Hazardous Art Materials Act (LHAMA) Evaluation
The Labeling of Hazardous Art Materials Act (LHAMA) requires that art materials be evaluated for the potential to cause chronic hazards to the consumer and  suitable warning statements must be included on the label to conform to the American Society for Testing and Materials (ASTM) designated D-4236.  The reviewed materials can be labeled with “Conforms to ASTM D-4236”.
